Legislative & Regulatory Agenda 2015/2016

The Dayton Area Chamber of Commerce is the advocate for the regional business community. In a concerted effort to fulfill our mission and the commitment we have made to the area business community, the Chamber is an advocacy resource and the public policy voice of the businesses and organizations in the greater Dayton region. As we look toward the future, the Chamber’s public policy staff will work to ensure that the Dayton region is one in which businesses can grow, prosper and thrive.

Advocating for business friendly initiatives, regulations and legislation while ethically maintaining the integrity of the legislative process is central to the Chamber’s mission. Our members’ policy needs come first, and we will strive to achieve those policy goals through advocacy, education, networking and partnerships. These efforts will be realized through the talents and relationships of our registered lobbyists on staff and through volunteers who dedicate their time and resources to benefit Dayton area businesses and their public policy needs.

Throughout the 2017 – 2018 legislative sessions, the Chamber will continue to serve the business community and promote businessfriendly policy decisions at the local, state and federal levels ofgovernment.

The Chamber’s legislative agenda serves as a guide for the legislative and regulatory priorities that it
maintains and helps direct the Chamber’s public policy success throughout the biennial session.

The Chamber commits to our members and the greater Dayton region that we will continue to strive for a
business friendly legislative and regulatory environment that encourage businesses growth and economic
prosperity.

Logistics, Transportation and Infrastructure

CHAMPION the region’s transportation and infrastructure upgrades and improvements through state, federal and local advancement
of projects and funding secured.

LEAD advocacy for the region’s logistics and distribution industry through strategic public policy
initiatives that encourage growth and attraction
for the region’s logistics industry, workforce,
supplier network and support services.

SUPPORT the Dayton region’s business community through strategic and innovative transportation project initiatives and funding opportunities aimed at increasing economic development and business growth opportunities.

PARTNER with the airport to support and increase air travel, business opportunities and economic
development at the Dayton International Airport, Wright Brothers South Airport and adjacent properties.

Regulatory & Labor Reform

PURSUE state and local opportunities to advance right-to-work legislation, ensuring that employees are not compelled to associate with a labor organization, but instead have the option to associate with an organization.

CHAMPION a Southwest Ohio right-to-work business coalition that will help educate and advance right-to-work initiatives.

ENSURE a solvent and self-sustaining Ohio Unemployment Compensation Fund is maintained with minimal burden on the business community.

PURSUE public sector collective bargaining reform and binding arbitration to ensure operating efficiencies are met.

ADVOCATE for business friendly federal overtime rules.

National Defense & Federal Installations

LEAD Realign military affairs initiatives of the Chamber to strategically advance state federal legislative efforts which will strengthen and preserve federal assets, workforce and investments in the region.

COLLABORATE with Wright Patterson Air Force Base and the federal government to support contract procurement, business opportunities for local companies and individual job opportunities within the community.

SUPPORT federal budgeting that will ensure the elimination of future sequestration budgets that negatively impact WPAFB and US DOD.

ADVOCATE for Base Realignment and Closure (BRAC) initiatives that bolster the role of local active duty, reserve and guard bases, particularly through the training and acquisition of new missions to WPAFB and Springfield National Guard Base.

PROMOTE increased awareness around federal initiatives and new missions that will support the community impact of the Dayton VA Medical Center, the National VA Archives, and the National Museum of the United States Air Force, the Department of Veterans Affairs, Dayton Aviation Heritage National Historical Park and the National Heritage Area.

State Budget and Tax Reform

ENSURE a business friendly tax climate, tax policies and state operating budget that supports business growth in the region.

ADVOCATE for a business friendly Commercial Activity Tax rate and state income tax rate that continue to position Ohio and the Dayton area as economically competitive.

COLLABORATE to ensure the regional State Capital Budget prioritization process is strategic, that the region’s priorities are clearly defined and opportunities for regional capital budget funding is maximized.

Regional Cooperation

LEAD Grow regional partnerships and advocacy that compliment regional growth strategies and encourage multi-jurisdictional partnerships, joint collaboration and supportive advocacy.

ENHANCE regional advocacy through the Chamber’s LEADER program which represents 25 local chambers of commerce and over 11,000 businesses in the Dayton region and focuses on regional business community collaboration with unified advocacy through partnerships with surrounding chambers of commerce.

PARTNER with the Ohio Chamber and eight metro chambers of commerce to lead statewide issues of importance to over 40,000 collective business members throughout the state.

INNOVATIVE legislation shall be considered that incentivise local governments to share services and reduce administrative costs.

Minority Business Development & Economic Inclusion

ADVOCATE for state and federal policies that will foster minority business growth in the Dayton region and assist businesses in diversifying their supplier networks.

SUPPORT local, state and federal resource assistance opportunities for minority business owners, including woman owned businesses and veteran owned businesses.

EXPAND resources for female entrepreneurs and women-owned businesses, including access to capital, training & mentoring.

SUPPORT federal, state & local efforts to create a more inclusive workforce and help close the gender wage gap.

Energy & Environment

ADVOCATE on behalf of the Dayton business community to ensure that new and changing energy & environmental
legislation and regulations promote a business friendly climate at the local, state & federal levels.

ADVANCE the continued positioning of Ohio has a leader in the advanced, alternative & clean energy markets. Support the burgeoning businesses in these industries and connect them to new customers across the country SUPPORT the continued expansion of the Dayton Regional Green Task Force & the Green Business Certification Program, connecting businesses to resources that allow for growth and development in environmentally sustainable ways.

ENSURE that our members are able to access efficient, reliable and low cost energy services.

CONNECT our members to new savings opportunities, including the energy audit member discount program.

CONTINUE to support the work of the City of Dayton in making the Source Water Protection Area (SWPA) a viable location for responsible business growth. Facilitate ongoing dialogue with business owners within the SWPA and connect them to resources and incentives available to them, including the risk point buy down program and navigation of the new variance process.

ADVANCE the work of community partners focused on making the river corridor an economic driver in our community. These efforts include, recreation, water quality and river clean-up, and opportunities for business growth along the river throughout the region.

SUPPORT a business-friendly, proactive & efficient utility infrastructure system, including gas, electric, water/wastewater, telecommunications, cable, fiber & Intranet which will enhance business operations and spur economic development.

Safety

PROMOTE safe and healthy working environments through cost-effective training and education programs for member businesses to prevent lost-time injuries and accidents within the Dayton business community.

SERVE as the regional resource to provide relevant updates on changes in standards and policies from state and federal agencies. Work with federal and state agencies and employer groups to provide fair and understandable regulations and standards to improve and implement workplace safety.

ADVOCATE for state workers’ compensation reform which will ensure timely and efficient claims management and return to work. COOPERATE with state and local associations to reduce Chamber member’s workers’ compensation premiums through education, awareness and cost-saving initiatives.

ADVOCATE on behalf of the Dayton region’s business community to encourage continued incentives for employers that promote safe workplace environments by educating and training workers, such as the Safety Council Incentive Program and the BWC Group Rating Program.

Healthcare

SUPPORT market-based healthcare solutions that make private and public healthcare more affordable and accessible without placing undue burdens on employers.

CONNECT with regional organizations to promote education and awareness opportunities that will help small and medium-sized businesses address healthcare costs, such as: overuse of healthcare services and the impact on healthcare costs, developing consumerdriven healthcare markets, health savings accounts, and the cost of healthcare mandates.

COOPERATE with regional healthcare leaders and businesses to ensure that an affordable healthcare product remains a viable option through the Chamber Care program and initiatives

Trade

SEEK to expand global trade opportunities for Dayton area businesses by supporting trade & investment agreements that are fair, accountable and create a level playing field.

LEVERAGE foreign investments made in Dayton and support continued growth of key partnerships with industry leaders from across the globe.

SUPPORT the local services offered by the U.S. Department of Commerce, the U.S. Chamber of Commerce and the International Trade Administration through joint business development programs.

EXPAND foreign business opportunities through cultural exchanges with emerging economic markets.

SUPPORT relationships and business development initiatives with Israel in partnership with local municipal leaders and market the Dayton region as the aerospace hub for Israeli aerospace companies.

Workforce & Education

ADVOCATE for accountability & improvement in our local school systems, demanding high standards, rigorous assessments for academic achievement and graduation, and providing high-quality school options for all students.

LEVERAGE the work of Learn-to-Earn Dayton and continue to develop partnerships in key industry sectors, including STEM, to provide career pathway information that will assist the development of the local workforce.

PARTNER with local businesses to provide engaging learning opportunities to students in the region through the development of internship programs, co-ops and teacher training.

ENCOURAGE businesses to take an active part in the talent pipeline, from early childhood through post-secondary education.

SUPPORT our region’s institutions of higher education through promotion of research and development programs that showcase our community as a center for cutting-edge technology and development.

REPRESENT the “employer voice” in local, state & federal workforce efforts, communicate employer needs to education providers and collaborate with institutions and agencies that are doing the best job of meeting the demand for skilled labor.
